MAPUTO, Sept. 23 (Xinhua) -- The President of Mozambique's ruling party Frelimo, Filipe Nyusi, also the country's President, declared Friday the opening of the party's 12th congress, which his counterpart the Tanzanian President Samia Suluhu Hassan attended as a guest of honor.
